2009 First AmCup Report


Many thanks to my fellow club members for a fantastic AmCup banquet last month. In addition to awarding the 2008 AmCup winners their well earned trophies and certificates, we celebrated SCAT’s 50th anniversary. SCAT founder, Bill Hartill was looking forward to this celebration and reunion but passed away on Dec 12, 2008 at age 84. Two of the seven founding members, Jim Trego and Don Hutchinson came from Utah and Texas to renew friendships with the second and third generation SCAT members, Bob VanNest, Dick Gildersleeve, Hector Diez, Al Hotard, Pierre Brun Lee Hines and others. It was my pleasure to meet Jim and Don and be part of this FAI FF legacy.  Jim Trego bought two photo collages of early SCAT members and flying. A PowerPoint presentation taken from the first SCATTERs was shown. This presentation is on the 1961-1969 SCATTER CD that all SCAT members received and is still available for $10 to non-Scat flyers. We have all sizes of short sleeve SCAT 50 Year Anniversary shirts with Craig Cusick’s Saturn 3-view available for $10. I’ll have the shirts and CDs at the next few Lost Hills contests and will mail if so requested via email.

It is too early to do an event by event commentary on the 2009 AmCup results. There are four AmCup items to cover.

First item. SCAT has decided to take an exception to the 30 AmCup contest limit. Here’s the background. Tom Kerr decided to discontinue the Eastern State FF Champs (EFFC) in Maryland. We contacted the Eastern CDs and Clubs and moved the available sanction to the Orville and Wilbur contest in Wayawanda NY. Gene Ulm has recently worked to resurrect the ESFFC and presented a convincing story based on new management (CDs) and new time of the year (Fall). SCAT discussed three options, 1) deny the request,  2) approve the request and remove one of the two contests that have not maintained the pre-established requirement of a three year running average of 15 entrants a year or 3) approve the request and take an exception to the 30 contest limit.  We voted to make the exception and provide the new ESFFC 2009 on a conditional status. The conditional status means the contest will fully count with regard to AmCup points but means the sanction is not automatically renewed for 2010. We also voted to inform and work with the two low attendance contests that they are in jeopardy of losing AmCup sanction in the next few years if the entry levels continue to fall. This criteria was added to the 2009 AmCup rules. The discussions were difficult in many ways. There have been other contests that have asked for AmCup sanctions and were told of the 30 contest limit as the main reason for not considering the request. The main reason for making this exception was in large part a detailed letter from Andrew Barron discussing the East, Mid and West coast AmCup distribution during the discussion after the previous ESFFC contest ended.  SCAT maintained the 2008 and previous year contest distribution was fair, but came to the conclusion that an addition Eastern contest would make it “more fair” while a new Western contest would likely result in a "less fair" noticeable western bias.

Second item.  The Hartill Trophy entry is on a slow roll, 10 entries to date. This was anticipated and so the reason for the later entry deadline of July 4, 2009. Many flyers tuned out during the “Extreme AmCup” discussions. It is time to tune back in. In summary, the Hartill Trophy program is a sub set of the AmCup program. best seven counted scores  of the selected 16 AmCup contest over two years, 2009 thru 2010. Entry is $50 per event, entry fee will be returned if there are not at least 5 entrants on July 4, 2009. The entry fee will be split into 1st 2nd and 3rd place prizes along with SCAT provide trophies and certificates.  The rules were published with the 2010 AmCup rules in SEN #1274, Dec 18, 2008 and are on the NFFs website. The recent Winter Classic (Ike’s) and next week’s SCAT Annual are the first two contests in the 2009 to 2010 season. I’m not sure if the program Roger uses to convert the AmCup excel result sheet will convert the Hartill excel file to SEN format so here’s the current standings, only the paid , entered flyers are listed. Scores will be retro-actively scored at entry.

Third item, Am Cup Rules: I received an inquiry about the move of the Winter Classic mini events from Sunday due to bad weather to Monday. Because the AMA contest sanction went through Monday, this move was within standard CD authority. The relevant AmCup rule is:

1e) For any AmCup contest that is rescheduled or canceled a 30-day advanced notice is recommended and a 15-day notice is required. In the event of a known rescheduling or cancellation, the organizer must make a good faith effort at widespread notification, such as a message posted on SCAT Electronic News (SEN).  In the case of unforeseen circumstances, rescheduling after contest registration as begun, a new contest date shall be announced to all those that have registered via a public verbal announcement, e-mail and / or phone calls followed by a public announcement such as SEN. Special attention shall be made to avoid conflict with other AmCup contests in that region.

This is being mentioned so clubs and organizer understand the rule and   discuss if they want to have an official reserve day as done for the larger contests (see MaxMen and Sierra Cup flyers).

A related side note, I get several comments a year regarding the practice of postponed fly offs. The relevant rule is:

6) Contest ties are to be broken in a sporting manner, in which the event’s models are flown.  A single “flyoff” flight or the results of a future contest are the preferred methods for tiebreakers.  The sportsmen are responsible for arranging a suitable tiebreaker.  The results of the tiebreaker are to be documented in writing (e-mail), and agreed upon by the participants.  If attempts at breaking the tie are ultimately unsuccessful, the America’s Cup Committee is responsible for adjudication.  Ties must be broken within 60 days of the contest or by the conclusion of the first AmCup contest of the following year, whichever is sooner, or the scores will remain as ties with the lower score recorded.

Note this rule does not discuss why a tie exists and SCAT does not wish to venture into this swamp.  All flyers need to understand the rules, understand the consequence of the CD’s decision and be ready to voice their preference if the CD asks the flyers what they want to do. Official contest results have been submitted by the CD to AMA as ties and the tie
d participant can and are responsible for breaking the tie through mutual agreement for AmCup point. That is the CD does not necessarily be involved in breaking ties for AmCup point purposes. If a mutual agreement can not be reached by all parties, SCAT will then adjudicate.


Fourth Item. AmCup $30 fee is due, note $5 increase (just moving along with Obama and Schwarzenegger). Thanks to the six CDs and clubs that have already paid. Due date is April 1, 2009. NFFS Master Calender has  been reviewed for AmCup designator (AC). Three changes are coming, the addition of the Wilbur and Orville contest, addition of the new Eastern FF Champs and  deleting the erroneously post AC designator from the June 26-28 FAI Annual in Denver CO
