CIAM meeting results

The FAI CIAM meeting went off with its normal and unique precision (22,
23 March Lausanne, Switzerland). The FF Technical subcommittee
accomplished its intended goals and herein is a brief collection of the
deliberation results (14 FF Tech Com people were involved in these
talks).

1) There were several proposals to be voted on by each subcommittee
involving CIAM Bureau operations which included; meeting schedules, team
fees, organizational rules, prize medals and trophies (fines levied on
those who fail to return perpetual trophies to various championship
competitions). There was also consideration for a CIAM media consultant
and subcommittee membership (of various subcoms - to be published by 1
May on FAI website). These items were approved by the FF Subcom
unanimously and accepted by the CIAM Bureau.

2) The F1 proposal by France to define the size of towline pennants for
F1A and F1G - 2.5 sq dm with a smallest side of at least 5 cm - passed
unanimously and was accepted by the Bureau. This rule takes effect on 1
Jan 2003 and will be enforced at the Jr WCs 2002 as a local rule.

3) The French proposal to include Juniors in the various events (F1a and
F1E) for World Cup competition was passed unanimously by the
subcommittee and accepted by the Bureau.

4) The Austria proposals for F1K (CO2) were all passed unanimously.

5) Because F1J has had a dearth of participation from the junior
community (only 4 nations competed in the recent continental
championships) there was a Bureau concern for the viability of the event
as an entry level for juniors. The FF Technical subcommittee was tasked
to define a new event that would be less demanding and more accessible
to juniors than F1J (which has evolved to a 1/2 A powered F1C type
"ultra" model). F1J is to be kept as a senior event with its rules
intact.

The new event - F1P - will include a maximum dimension to the wing span
(1.5m) and a minimum wing area (26 dm2). The minimum weight will be
250g. The engine is 1 cc with a 10 sec run using a direct drive
propeller and no brake. 7 flights with a 3 min maximum is the flight
requirement with one change in incidence allowed (in adition to DT
function) obviating a bunt capability.

F1P is a provisional class and shall be recognized as a new category on
1 January 2003. It will be at the Jr WCs in 2004. The Bureau was
encouraged to have the event at the European Champs in 2003 to preclude
another small entry field.

The Bureau passed this provisional class with 19 + , 0- , 0 abstentions,
and 0 not voting.

6) Proposals not on the agenda but discussed by the FF Subcom were:

a) USA - Allow F1B to wind before the start of flyoff rounds. There
was mixed reaction to this proposal. It was not obvious that it would
have passed if there had been a vote taken. Many felt that the pressure
of winding during the round (and the tactics therein) was an integral
facet of the event.

b) France - Ban gear reductors on F1C engine propeller drives. There
was very little support shown for this proposal. It was identified that
there were already 3 sources for the equipment (2 more than for F1B
rubber) and in spite the moderate expense (variable pitch F1B hubs have
about the same cost), it was not generally conceded that the geared
engines would have a direct, deleterious effect on F1C participation.

7) As a last minute development, the French have offered and won the bid
to host the 2004 Junior World FF Championships for F1A, F1B, and F1P at
Moncontour du Poitou, France.

I am confused about the process surrounding F1P. - Not F1P
as the idea may indeeed be a good one. But how can a new concept such
as this be introduced at the meeting with out prior notification.
It seems that it would be difficult for delegates to vote on this
because they mught not have got direction from their contituents ?]

Hi, Lee. Saw your inquiry about Ritz. Sorry I don't have what you need in
the way of the original article, but it so happens I have a picture of him
that we used in the NFFS Digest. A nice shot of Gerry holding his World
Championship winning model, The Continental, taken at possibly his last
contest appearance ....the ' 70 Finals in Albuquerque. I should send it to
you for inspiration. More fitting to be on your wall than on mine.

He was quite a guy. Had a long discussion with him at Albuquerque over the
comparative merits of Folders and Flappers. He got past my bullheadedness
and won me over. Unfortunately, on all accounts,he killed himself soon
afterwards in a freak Ultralight crash...As I always say: if God intended us
to fly he wouldn't have given us model airplanes.

Yes Bill, He was quite a guy.
I only had the opportunity to meet and speak with him once...it was
@ Lakehurst in '57, the day I set the 1:17.2 IHLG world record @
the Nats.
We chatted for an hour after I did my officials (since I was so excited
and running on pure adrenal fluid, I kept throwing!) & I never saw
him again. I recall he was very interesting to speak with.
Naturally I was extremely pleased for him & the USA when he won
two years later in Belgium.
Lee Campbell just told me the original Continental is restored &
resides in the AMA museum.

I have just read your note in the SCAT Electronic Newsletter.

Most probably you do not have the necessary programmes to read the rule
documents. Have you followed the instructions on the page ?

The CIAM rules are published as Acrobat PDF files. The files are compressed
as ZIP archives (this helps to reduce the size of the document to download,
and therefore the download time, and also allows to compile into one file
several documents, easing the process of retrieving them).

You need a programme such as Winzip to open the ZIP file. You can download
it at http://www.winzip.com . Once you have uncompressed the ZIP file, you
need Adobe Acrobat (available for both Mac and PC) to read the documents.
Acrobat can be downloaded for free at
http://www.adobe.com/products/acrobat/readstep2.html

FAI documents come as zipped up PDF documents.

So to download the document you will need WIN ZIP, available from
http://www.winzip.com/
I see they sell it for $29, but they also have a free trial version which would

do the job for you at a better price.

Then you need to un zip the file (expand and open it), and it comes out as
a PDF document
(portable document format).
To view this you will need Adobe Acrobat Reader, available from
http://www.adobe.com
Note if you only want to view documents (not create them) you only need the
Reader which is a free download.

Win Zip and PDF are very handy utilities to have since they are in common use
on the internet, so it is worthwhile getting them.
And if you do have these already it is worthwhile checking that you have the
latest version, and getting the upgrade, (normally free), current latest versio
ns
are - Win Zip ver 8.1, Adobe Reader ver 5.

There is sometimes a delay in getting SEN out. As I explained we do have
other commitments that get in the way. Similarily there is a delay sometimes in
updating or adding new e-mail address to the subscriber list.

It is helpful of you send information
to be included in plain text form. If you send
word documents they have to be converted into
plain text before sending them out. This can cause
your information to be delayed.

Contest results can be sent in plain text or as an Excel spread sheet.
