I would like to comment on Bob Perkins Mulvihill proposal. Three caveats
about my comments: I don't currently fly the event, I fly F1B, F1G and P-30;
I worked closely with Bob on the 1999 sympo and have learned to respect his
judgement on modeling matters; I didn't receive a complete set of comments
in the Scat News.

1. In my opinion, if there is any event suffering from excess performance
Mulvihill is it. Evidence of this is in contest scores and in the very slow
evolution of the model itself. Very old designs are competative with only
minor changes in airfoil, prop hub (usually a teeny-torque) and propeller
blade design.

2. The reasons for excess performance stated above are the reasons I think
many mulvihill fliers like the event.

3. Bob's proposal will lead some modelers to higher aspect ratio wings,
which will lead to composite materials, etc. which will lead to grumbling by
others.

4. Not all category III sites will tolerate the longer maxes. The sites I
fly on in Pensacola will barely tolerate a mid day max of 3 minutes, let
alone 4.

5. If Mulvihill is to progress Bob's proposed change is necessary. The
question is whether Mulvihill participants really want progress.

The proposal for increased maximum flight times for Mulvihill is an
interesting attempt to decrease the number of flyoff flights. I,
however fail to see the logic behind the increased flight times for
flights two and three. If the field is a Cat II or III site it is
usually because it won't support longer flights. So why start out at
two or three minutes and then increase the max. It might make more
sense to reverse the order as the wind usually increases during the
day.

The MMM filed in Denver is a very large site, but it doesn't lend its
self to five minute maxs as the chase will be very long and the
chances of a lost model are greatly increased.

If this proposal is to be made, it MUST be flown in real live
competition first. Make it so at the Muncie site and see what
happens. Fly it for at least five contests and then see if the
proposal works before we are stuck with a bad untested rule in the
book.

My feeling is no testing = a no vote.

Dear Roger.

I send you the results of the Russian Open National Championship 1999,
World Cup event in F1A, F1B, F1C free flight models, Orel, Russia, 23-25
of July.
It was a great contest, weather was perfect. We started the first round
at 6 am, except F-1-C (9 am, it was a fog) and flyoff at 6-30 pm. It was
a sunny and 25 gr. C temperature, wind was 1-3 m per sec. for F1A and
F1B and till 5 m per sec. for F1C.
